“text meant for scientific insiders hedge and qualify claims, while text for lay persons and other outsiders  strip out such qualifiers,” 

The quote exemplify that people with lower intelligence do not have the qualifiers as insiders.  Meaning that the people have different relationships through the amount of knowledge one has inevitably makes different discourses.

“One thing students of science must become privy to … is the rhetorical contingent nature written scientific discourse”

this means that there is prior knowledge needed to understand the rhetoric in the text it self.  Meaning that the reader would have to know before hand then understand the rhetoric of the text scientifically.

Significant

“Academic task as if they believe that text are autonomous and context free”

This is where the writer makes the text without outside use of information making the text written without outside knowledge. This makes Hass point significant as she wants to illustrate these facts to the reader
